NO CHILD LEFT BEHIND (NCLB) &
ADEQUATE YEARLY PROGRESS (AYP)


No Child Left Behind (NCLB) is a new federal law aimed at having all children, including those from low-income families, minority populations, and students with disabilities, academically achieving at grade level by 2014. All states must have a federally approved assessment system, which in Nebraska is S.T.A.R.S. This system requires districts to report student proficiency in the areas of reading, math, and science plus achievement in two other areas, which are writing and high school graduation rates in Nebraska.

To comply with the NCLB law, all school districts must assess ALL students on grade level, including those with disabilities and English Language Learners, in every grade 3 through 8 and grade 11 annually. At the conclusion of each school year schools must report both the percentage of students tested and the percentage of students demonstrating proficiency in all of the following categories for each of the seven identified grade levels.
